Steel Buildings in Rocky View County

Rocky View County wraps around Calgary on the north, west and east, so a steel building here could be a shop on a two-acre lot in a country-residential subdivision, a machine shed on a quarter section, a riding arena on a horse property, or a warehouse in the Balzac logistics corridor.

The County's Land Use Bylaw C-8000-2020 decides which of those needs a development permit, and the answer turns on the parcel's land-use district more than on the building. An accessory building that fits its district's permitted size goes ahead with a building permit alone: up to 90 m² (968.75 sq ft) in the Residential, Country Residential district, up to 190 m² (2,045 sq ft) in Residential, Rural, and up to 930 m² (10,010 sq ft) on Agricultural, General and Agricultural, Small Parcel land. Above those sizes the building becomes a discretionary use and needs a development permit. Setbacks are wide: 45 metres from County roads and 60 metres from highways on agricultural and residential parcels. Farm buildings take a different route, a Farm Building Exemption permit, but only while the building is used for the farm. The County runs its own building permit office, so drawings stamped by an Alberta-registered professional engineer (P.Eng.) retained by the building manufacturer go to Rocky View County, not to the province.

Permits and land use in Rocky View County

Development permit

Rocky View County Planning and Development (Development Authority)

Land Use Bylaw C-8000-2020 (section 90) requires a development permit for all development except what Table 2 (section 92) exempts. Table 2 exempts an accessory building in an Agricultural or Residential District when it meets that district's parameters for a permitted use, and general agriculture where it is a permitted use, provided nothing needs a variance. Anything larger, taller or closer to a property line than the district allows needs a permit. Once an application is acknowledged as complete, the Development Authority must decide within 40 days; a permit takes effect 21 days after public notice (barring an appeal) and lapses after one year if work has not started.

Building permit

Rocky View County Building Services

The County issues its own building permits through its myBuild online portal. Its building permit FAQ says a permit is required for construction of any building over 10 m² (107 sq ft), that issuance can take up to 25 days once the administrative review is complete, that a foundation-only permit can be requested so excavation can start during review, and that permits are valid for one year. The County does not require or issue business licences.

Land use

Rocky View County Planning and Development (Development Authority)

Every parcel has a land-use district. For steel buildings the ones that matter are: A-GEN and A-SML (accessory buildings up to 930 m² permitted, no height limit for non-dwellings, setbacks 45 m from County roads and 60 m from highways); R-RUR (accessory buildings up to 190 m² permitted, 7.0 m maximum accessory height, total accessory coverage 380 m² on parcels over 4.0 ha and 285 m² otherwise); R-CRD (accessory buildings up to 90 m² permitted, total accessory footprint no more than 120 m², 7.0 m height); and I-LHT / I-HVY for industrial buildings (20.0 m height). In a Residential District an accessory building must be similar to, and complement, the principal building in exterior material, colour and appearance (section 173).

Farm buildings

Rocky View County Building Services

Farm buildings need a building permit called a Farm Building Exemption permit. The building must be on agricultural land and used for agricultural operations, such as housing livestock, storing farm produce, or storing and maintaining farm machinery. If the building will also be used for personal use, the exemption does not apply and a full building permit is required. Subtrade permits (electrical, gas, plumbing, private sewage) are separate. A development permit is still needed if the building sits in a required setback or does not conform to the Land Use Bylaw. An equestrian centre is not a farm building and needs both a development permit and a building permit; a private riding arena needs a development permit.

Servicing

Rocky View County Planning and Development (Development Authority)

Section 166 of the Land Use Bylaw requires all buildings to have sanitary and sewer servicing to the satisfaction of the Development Authority. Most acreage and farm parcels are not on piped services, so a heated shop with a washroom brings in a private sewage permit, which the County issues as a subtrade permit alongside the building permit.

Built for Chinooks, snow drift and hail

Snow and drift

The building code's 1-in-50-year ground snow load for Calgary is 1.1 kPa, plus 0.1 kPa rain-on-snow. Rocky View County isn't listed in the code's climate table; Calgary is the nearest listed location, about 14 km away, and your permit authority sets the value for your exact site. The roof load your steel building is designed for starts there and goes up where snow drifts: against a taller wall, behind a parapet, or where a lean-to steps down from the main roof.

Chinook wind

The 1-in-50-year design wind pressure for Calgary is 0.48 kPa, about 98 km/h sustained over an hour. Gusts run higher, which is why large doors, end walls and anchor bolts are designed for the site's exposure, not a catalogue default.

Hail

Southern Alberta sees some of Canada's most damaging hail. Ask for wall and roof panels carrying a UL 2218 Class 4 impact rating in the manufacturer's listing, and check the paint system's warranty terms for hail.

Building in Rocky View County: questions

Do I need a development permit for a steel shop in Rocky View County?

It depends on your land-use district and the shop's size. An accessory building that stays within its district's permitted size, height and setbacks needs only a building permit: 90 m² in R-CRD, 190 m² in R-RUR and 930 m² on A-GEN or A-SML land. Go over that, or into a setback, and the building becomes discretionary or needs a variance, so a development permit is required first. The County's Accessory Building application package asks for elevations, colours and a photo of your house.

What snow and wind loads apply to a steel building in the county?

The National Building Code – 2023 Alberta Edition gives climatic values by named station, and Calgary is the station closest to most of the county. The manufacturer's P.Eng. designs the frame to those values and to your site's exposure, which matters on open farmland where drifting builds against long walls and lean-tos. Ask for the design snow and wind values to be printed on the stamped drawings so Building Services can check them during plan review.

What should I check about my site before ordering a building?

Start with setbacks, because they are large: 45 metres from County roads and 60 metres from highways on agricultural and residential parcels. Keep buildings 20 metres back from the top of any bank steeper than 15 per cent unless a geotechnical study supports less. Within 15 metres of a building under construction you can place up to 1 metre of fill without a separate permit, so plan your pad grades early. Show wells, septic fields and easements on the site plan; the County asks for them.

Kit or erected, and how long do approvals take?

Either way the County reviews the same stamped drawings. If a development permit is needed, the decision is due within 40 days of the application being accepted as complete, and the permit takes effect 21 days after public notice. Building permit issuance can take up to 25 days after administrative review, and a foundation permit can let excavation begin while the building permit is reviewed. A kit suits an owner with a crew and equipment; an erected or turnkey job puts one party on the schedule.
