Steel Buildings in Springbank

Springbank is a country-residential community in Rocky View County, west of Calgary between the Bow and Elbow rivers, so permits for a steel building here come from Rocky View County, not from a town office.

The Springbank Area Structure Plan (Bylaw C-8568-2024, approved 25 March 2025) replaced the old North and Central Springbank plans. It describes a community of mostly two-acre lots, with single-detached houses as the only form of housing, business uses kept to defined areas near the Highway 1 and Range Road 33 junction, and the Springbank Airport at its centre. Two things set a Springbank shop apart. First, the lot: many Springbank parcels are around two acres, and on Residential, Country Residential (R-CRD) land the County's bylaw permits an accessory building of only 90 m² without a development permit, with all accessory buildings capped at 120 m² in total. Second, the airport: on lands the plan maps as the Springbank Airport Interface, the County checks every proposal for compatibility with the airport's safe operation, including building height and the cranes used during construction. Highway 1 crosses the plan area, and building within 300 metres of it also needs a provincial roadside development permit.

Permits and land use in Springbank

Development permit

Rocky View County Planning and Development (Development Authority)

Rocky View County is the development authority for Springbank. The Land Use Bylaw's Table 2 exemption covers an accessory building only when it fits the district's permitted-use limits; anything larger needs a development permit. The Springbank ASP adds review criteria for development permits on agricultural land (Policy 9.05) and, on lands in the Springbank Airport Interface, requires the County to verify compatibility with safe airport operation (Policy 12.08). On the airport lands themselves the Calgary Airport Authority approves development, while building permits still go to Rocky View County Building Services (Policies 12.03 and 12.04).

Building permit

Rocky View County Building Services

The County issues its own building permits through its myBuild online portal. Its building permit FAQ says a permit is required for construction of any building over 10 m² (107 sq ft), that issuance can take up to 25 days once the administrative review is complete, that a foundation-only permit can be requested so excavation can start during review, and that permits are valid for one year. The County does not require or issue business licences.

Land use

Rocky View County Planning and Development (Development Authority)

The Springbank ASP describes Springbank as predominantly country residential, with many comprehensively planned two-acre subdivisions and single-detached dwellings as the only housing form. Under the County Land Use Bylaw, R-CRD parcels (minimum 0.8 ha) permit an accessory building up to 90 m² with a 120 m² total accessory footprint; R-RUR parcels (minimum 1.6 ha) permit up to 190 m². Business uses are limited to defined areas south of the airport, focused on the Range Road 33 and Highway 1 junction.

Farm buildings

Rocky View County Planning and Development (Development Authority)

Springbank ASP Policy 9.05: redesignation, subdivision or development permit applications for agricultural uses must show compatibility with the area's character and adjacent uses, that the site can sustain the proposal's scale, minimal environmental impact, and compatibility with the safe operation of the Springbank Airport. Policy 9.06 requires a master site development plan for more intensive discretionary uses in the agricultural districts. Policy 9.10 rules out confined feeding operations and large-scale processing facilities in the plan area.

Servicing

Rocky View County Planning and Development (Development Authority)

The Springbank ASP notes that country residential development in Springbank has historically relied on stand-alone utilities. A shop with plumbing on a private system needs a private sewage subtrade permit from the County with the building permit.

Built for Chinooks, snow drift and hail

Snow and drift

The building code's 1-in-50-year ground snow load for Calgary is 1.1 kPa, plus 0.1 kPa rain-on-snow. Springbank isn't listed in the code's climate table; Calgary is the nearest listed location, about 17 km away, and your permit authority sets the value for your exact site. The roof load your steel building is designed for starts there and goes up where snow drifts: against a taller wall, behind a parapet, or where a lean-to steps down from the main roof.

Chinook wind

The 1-in-50-year design wind pressure for Calgary is 0.48 kPa, about 98 km/h sustained over an hour. Gusts run higher, which is why large doors, end walls and anchor bolts are designed for the site's exposure, not a catalogue default.

Hail

Southern Alberta sees some of Canada's most damaging hail. Ask for wall and roof panels carrying a UL 2218 Class 4 impact rating in the manufacturer's listing, and check the paint system's warranty terms for hail.

Building in Springbank: questions

Who issues permits for a building in Springbank?

Rocky View County. Springbank is a community, not a municipality, so development permits come from the County's Planning and Development department and building permits from County Building Services through myBuild. On the Springbank Airport lands the Calgary Airport Authority approves development, but building permits still go to the County. Within 300 metres of Highway 1 the province's roadside development permit is needed as well.

Does Springbank's elevation and terrain change the design loads?

Springbank sits west of Calgary between the Bow and Elbow rivers, and the code's nearest named climatic station is Calgary. The manufacturer's P.Eng. uses the station values and then accounts for your building's exposure and roof shape, which governs drifting on a lean-to or a lower roof beside a taller one. Ask for the design values on the stamped drawings.

What site issues come up most on a Springbank acreage?

Setbacks and slopes. R-CRD parcels need 45 metres from County roads and 3 metres from side lot lines, and buildings must stay 20 metres back from the top of any bank steeper than 15 per cent. With the Bow and Elbow rivers on either side of the community, check river-valley slopes before fixing the footprint. Wells, septic fields and drainage swales should be on the site plan before the footprint is fixed.

How long from order to a finished shop in Springbank?

Allow for the permit path first. If the shop is larger than the district permits, the development permit decision is due within 40 days of a complete application, then 21 days of appeal period after notice. Building permit issuance can take up to 25 days after administrative review. A kit suits an owner with a crew; erected or turnkey delivery puts the foundation, steel and cladding on one schedule.
